The Commissioner for Departmental Inquires was created in the year 1984 to cause inquiry in to the Departmental Proceedings drawn up against the Government Servants. Besides, the cases pending with departmental Proceeding Tribunal (Rule 1977) were also transferred to the Commissioner for Departmental Inquired as per General Administration Department Notification No. 2/ST-51/96-DPT, dated 21.02.1997 on abolition of the Tribunal.
The C.D.I. has been assigned the duties and responsibilities of conducting inquires under OCS (C.C & A) Rule, 15,1962 and OCS (Pension) Rule,7 1992 on the basis of disciplinary proceedings initiated by the Disciplinary Authority against the Government servants.
Considering pending Cases, Govt.in in G.A. Department has created two additional posts of CDI during 2013. The New CDIs has been assigned their duties since 11.04.2013. All the pending cases has been distributed between three CDIs. During this period, 30 cases has been registered and 40 cases have been disposed of leaving a balance of 93 cases.
However, for expeditious disposal of the cases, the concerned Administrative Department are moved to ensure appearance of the Delinquent Officer, Additional Presenting Officer as well as witnesses and make availability of the documentary evidences for facilitating smooth conduct of the inquiry and completion of the same thereof. But non-appearance of the Delinquent Officer, Additional Presenting Officer and witness and non-production of the documentary evidences in time, cause delay in disposal of the cases.
