Rent Section of the General Administration Department is assigned with the task of collection of House licence fee from 11636 numbers of Government Quarters situated in Capital City of Bhubaneswar and Cuttack (Bhubaneswar 11496 + Cuttack 140) and 153 numbers of Commercial/Shopping Halls/Shops at Bhubaneswar. A sum of ` 390.15 lakhs ( ` 3,90,15,089.00/-) has been collected by GA (Rent) Department in 2014-15(by end of December 2014).
In addition, the Rent Section performs the following functions.
Retention / Cancellation of allotment of Government Quarters.
Eviction of un-authorised occupants from Government buildings.
Allotment of shop rooms on lease basis or through public auction.
Execution and renewal of lease deeds.
Recovery of arrear licence fee outstanding against the defaulters through Certificate proceedings.
Allotment of Government quarters in 450 cases have been cancelled. Lease deeds in 17 cases have been renewed and licence of 5 numbers of Government quarters have been renewed in favour of different Private Parties till end of December 2014. A total of 615 number of quarters have been vacated from unauthorised occupants during 2014-15 (till 10.2.2015).
Till February 2015, 2484 Government employees are waiting for allotment of Government quarters. There are 11636 Government quarters existing at Bhubaneswar and Cuttack. At present i.e February 2015, the vacancy position of Government quarters lying in Bhubaneswar is 86 and in Cuttack is 10.
The standard license fee is the 4 times of flat license fee. And the Standard license fee has been fixed as per the GA (Rent) Department Resolution No 6773 dated 01.11.2008.
Unauthorised occupants of quarters are being charged 5 times of standard license fee from date of cancellation of the allotment of Government quarters. Besides they are being evicted after following the proceedings under OPP (E) ACT 1972.

Employees of board and corporation- Standard license fee
Central Government employees in occupation of states government quarters- Flat license fee
Journalists, newspaper agencies- flat license fee
NGOs, Voluntary organisations , Political party offices-Standard license fee
Eminent persons of the state- Flat license fee
Computerization of Rent Section
House rent accounts are being maintained through a Computerized System. Each allottee can ascertain about the amount paid by him every month towards the House License fee and the amount due against him for payment on this score from the Odisha Government Web site. An allottee can also file an objection on line in-case any discrepancy is noticed. The files are now channelized through OSWAS in order to expedite the official work. After allotment of Government quarters the undertakings are now received from the new allottees through e-Quarters System.
